- Market Access: Germany secures approval to export wheat to Indonesia starting June 2025 via a new plant safety agreement.
- Demand Potential: Indonesia’s sizable annual wheat imports of around 11 million tonnes offer meaningful volume opportunities for German exporters.
- Sector Support: Expanded third-country exports help underpin Germany’s grain sector amid stable or declining domestic wheat consumption.
- Competitive Landscape: Additional EU supply into Southeast Asia increases competitive pressure on traditional Black Sea exporters, though near-term impact is limited.
Germany Gains Access to Indonesian Wheat Market
Germany has obtained approval to begin wheat exports to Indonesia from June 2025, following the conclusion of a bilateral agreement on plant safety standards. The decision was announced in a joint statement by the German association of agricultural cooperatives (DRV) and the association of grain trading companies (DAH) on May 22.
DRV CEO Philipp Spinne highlighted that Indonesia was a priority target market, given its substantial annual wheat imports of around 11 million tonnes. DAH CEO Martin Courbier noted that access to this market is strategically important for Germany’s grain sector, as exports to third countries are becoming increasingly critical amid stable or reduced domestic wheat consumption.
Market Implications and Competitive Dynamics
The opening of Indonesia to German wheat exports adds another EU-origin supplier to Southeast Asia but is assessed as neutral in the near term for the Black Sea region. Indonesia’s large import volume can accommodate multiple suppliers, suggesting that immediate displacement of Black Sea wheat is unlikely.
Nevertheless, the move underscores growing competitive pressure on traditional Black Sea export markets, particularly if German wheat proves competitive on price, quality, and logistics. Traders should monitor any shifts in Indonesian tender patterns, origin diversification, and regional wheat price spreads as German supply begins to flow from mid-2025.
