Ukraine is exploring ways to deepen domestic biodiesel production based on its sizeable rapeseed output, according to Oleksandr Zakharchuk, Head of the Investment and Logistics Department at the National Research Center “Institute of Agrarian Economics.” Internal estimates indicate that more than 1 ton of biofuel can be extracted from each hectare of rapeseed cultivation, highlighting a substantial opportunity to substitute imported fuel with local renewable energy.
EU Market Position and Feedstock Dynamics
Ukraine currently holds first place among rapeseed suppliers to the European Union, where rapeseed oil represents roughly 70–80% of all liquid biofuel feedstock. Germany ranks among the largest biodiesel producers and, together with other EU processors, relies heavily on Ukrainian rapeseed and rapeseed oil to meet biofuel blending mandates and renewable energy targets. This entrenched trade flow reinforces Ukraine’s strategic role in the EU’s low-carbon fuel value chain.
Domestic Biodiesel Capacity and Constraints
Despite its strong export footprint, Ukraine’s domestic biodiesel sector remains underdeveloped. Existing operations are concentrated in small and medium-sized enterprises, typically producing only several dozen tons of biodiesel per day. Aggregate national output is still insignificant relative to both export volumes and the theoretical production potential implied by current rapeseed acreage. Scaling up would require substantial investment in processing infrastructure, logistics, and policy support.
